This position is in Long Term Sales and Purchases (PTL), Bulk Marketing (PT), Power Services (P), Bonneville Power Administration (BPA).
The purpose of the position is to perform the duties of a Customer Account Executive to manage an aspect of BPA's long-term acquisition and long-term surplus sales program.
Duties
As a Public Utilities Specialist (Customer Account Executive), you will:
Lead the Power Services team responsible for documenting, negotiating, writing, publishing and, executing all BPA issued Request For Offers (RFOs).
Maintain a comprehensive understanding of the wholesale west coast Energy Markets.
Manage the support of all Southwest Energy products and exchanges that interface with the Northwest markets.
Negotiate contracts with customers for the purchase of Bonneville products and services.
Lead the Power Services team responsible for all commercial and contractual issues related to the Direct Service Industry (DSIs).
Evaluate market opportunities, develop products and contracts, and make products available to targeted customers.
Perform customer service and outreach to key California consumer groups, Community Choice Aggregators or CCAs to support long-term sales demand.
Coordinate implementation of internal business processes, and analytical tasks required to implement aspects of BPA's long-term purchases for BPA's resource adequacy program.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service.
Specialized experience is defined as: Experience 1) creating power or transmission product designs and product offerings; 2) creating and supporting defensible policies and reaching viable solutions to problems experienced by electric-power utilities, including conducting customer-specific utility operational financial analysis, developing strategies and financial incentives to achieve desired results; 3) conducting or contributing toward analytical studies and cost-benefit analyses to support decision making, priorities, and accomplish long-range goals; AND 4) providing direction, advice, analytical and technical documentation, and guidance to program/project staff and management on all aspects of programs and projects managed.
