This position is located in the Market Initiatives (MTM) organization in the Business Transformation Office (MT), Business Development and Management (M), Chief Operating Office (K), Bonneville Power Administration (BPA). The purpose of the position is to serve as a Market Initiatives Program Manager and technical expert responsible for managing the market initiative lifecycle to drive and support BPA's decision framework to join existing, emerging, and/or new energy markets.

Duties

As a Public Utilities Specialist (Market Initiatives Program Manager), you will: Lead market exploration and consideration activities. Lead work with regional entities to establish the value proposition and viability of a new market. Lead BPA teams in developing the "what and how" of the market while representing BPA in regional forums to negotiate and shape the definition of the market. Lead external stakeholder process with BPA's customers and constituents to ensure BPA has support to participate in the market being developed and has thoroughly communicated operational changes that will impact customers. Lead and manage the development of a roadmap of system and process changes necessary to implement and operate within a new market. Plan and conduct analyses to uncover all aspects of BPA that will be impacted by the new market, whether a change is required, and if so, the extent of the change. Lead the active management and tracking of BPA participation in assigned market program, including directing this work and coordinating with both Power and Transmission. Coordinate and lead the Market Operations Team including regular team meetings.

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized Experience is defined as: Experience (1) Executing market initiative lifecycles for energy or utility market exploration, development, implementation, and operations to join existing, emerging, and/or new energy or utility markets; (2) formulating strategic and tactical plans that support an energy or utility market initiatives program and management activities. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
