The primary purpose of this position is to serve as senior acquisition program manager and recognized command authority for a broad, complex and critical acquisition program in support of special operations-peculiar weapons systems, equipment, or services. Responsible for a wide range of independent activities necessary to develop, establish, implement, and control contractual.
Duties
Exercises supervisory personnel management responsibilities at least 25% of the time.
Serves as senior acquisition program manager and recognized command authority for critical special operations-peculiar weapons systems, equipment, or services for use throughout DoD, frequently involving new and novel products for which no closely related precedents exist and which often involve rapidly advancing technology and science.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Makes periodic and comprehensive assessment and evaluation of program goals, and objectives, which will provide a basis for long-range planning to enhance the organization's management capabilities.
Represents the program office with higher levels within the organization and contractor organizations.
Reviews and directs the progress of contractors in meeting program objectives and monitors and evaluates performance.

- This is an NH-04 position with full salary potential within that band, however the initial salary range offered for this position will be $122,198 to $186,854 which includes locality pay percentage, unless statutory or regulatory rules prevail
- Follow on salary increases based on contribution MAY be earned within the full salary of the NH-04 pay band
Qualifications
This is a Critical Acquisition Position (CAP) and is covered by the Acquisition Professional Development Program. Unless specifically waived by the appropriate Component Official (i.e., the Director of Acquisition Career Management for the Component, the Service Acquisition Executive, or the Service Secretary) or if the employee is "grandfathered" under 10 U.S.C. 1736( c )(1), the following are statutorily mandated requirements (Reference 10 U.S.C. 1733 and 1737):
a. Employee must have highest category of certification in the applicable functional area, except for Program Management, which requires Practitioner or higher category certification.
b. Employee must execute, as a condition of appointment, a written agreement to remain in Federal Service in this position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such agreement alter any other terms or conditions of employment.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have four years of acquisition experience and at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS 13 or equivalent in the Federal Service. Specialized experience must includes knowledge of laws, principles, policies, and practices of systems acquisition and program management sufficient to serve as senior program manager and command authority for broad, complex and critical acquisition programs; knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities; knowledge of the missions, roles, functions, organizational structures, and operation of the DOD, USSOCOM, MILDEPs, Combatant Commands, and organizations that govern, interface with, and/or influence the systems acquisition process.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks: NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of laws, principles, policies, and practices of systems acquisition and program management sufficient to serve as senior program manager and command authority for broad, complex and critical acquisition programs.
Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities.
Knowledge of the missions, roles, functions, organizational structures, and operation of the DOD, USSOCOM, MILDEPs, Combatant Commands, and organizations that govern, interface with, and/or influence the systems acquisition process.
Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, manufacturing, and integrated logistics support.
Ability to supervise, mentor, motivate, appraise, and work with non-supervisory employees. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
Ability to plan, organize, lead, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
