The primary purpose of this position is to serve as United States Central Command (USCENTCOM) Joint Operational Contract Support Planner (JOCSP). The Planner is responsible to the Combatant Commander to ensure a programmatic approach to Operational Contract Support (OCS) in USCENTCOM Operation Plans, Concept Plans, and Exercise Plans (OPLANS, CONPLANS, and EXPLANS), providing life cycle management for the acquisition, development, integration, and modernization of organizational systems.
Duties
Provides technical guidance, advisory support, and assistance on Operational Contract Support (OCS) integration into Joint Planning processes.
Performs Operational Contract Support (OCS) regulation and policy compliance on specific acquisition and logistics requirements, practices, and policies.
Facilitate Operational Contract Support (OCS) training and assessments.
Represents the organization and higher management echelons and provides status information on assigned projects/programs, as required, in high level meetings and discussions with senior government officials, both within and outside the DOD.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge in the industrial, acquisition, and Operational Contract Support policies, doctrine, and regulations, with highly comprehensive experience in the direction and management of research, development, procurement, production, and logistical activities associated with the broad field of contracting programs. Specific knowledge is required with respect to U.S. contracting laws and practices; technological, economic, and industrial base factors in defense acquisition; and the methodology for the initiation and establishment of agreements for research, development, production, procurement, and logistical support.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the laws, principles, policies, and practices of systems acquisition. Knowledge of the mission, roles,
functions, organizational structure, management, and operation of large organizations to provide high level staff
guidance and participate in the development of goals, objectives, and policies.
2. Knowledge of the principles, concepts, and theories of Operational Contract Support, and the standard practices,
methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Skill in
applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult
assignments.
3. Knowledge of the relationships between HQ USCENTCOM and various U.S. Government agencies and
departments, including the DoD, DoS, and their subordinate agencies and commands.
4. Knowledge of analysis, evaluation, fact-finding, and investigative techniques to gather data, identify significant
factors, and recommend a solution from a number of possible alternatives. Knowledge of a wide range of qualitative
and/or quantitative methods for the assessment and improvement of plans and procedures.
5. Knowledge of the acquisition and contracting occupation to perform studies and prepare reports, documentation,
and correspondence to communicate factual and procedural information clearly. Ability to learn and apply analytical
investigative techniques to accomplish work in the subject-matter field.
6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work
in a professional manner with peers and management.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
