Develops, implements, and controls contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist Plans, organizes, directs, and coordinates activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics Reviews and directs the progress of contractors in meeting program objectives Represents the organization at executive levels within the Government and to contractor/industry representatives Prepares, presents, defends, and interprets staff studies to the Program Director and/or other management officials Exercises supervisory personnel management responsibilities

  • This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP)
  • The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position: the APDP level required for this position will be identified locally
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays
  • Employee is expected to meet Continuing Acquisition Education requirements
  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program
  • Must be able to obtain and maintain a Top Secret security clearance with Sensitive Compartmented Information (SCI) access
  • Employee is required to submit an initial and annual SF-450 (Financial Disclosure) in accordance with the Joint Ethics Regulation.
  • This is a Critical Acquisition Position (CAP). Unless specifically waived by the appropriate Component Official (i.e., the Director of Acquisition Career Management for the Component, the Service Acquisition Executive, or the Service Secretary) *
  • or if the employee is "grandfathered" under 10 U .S.C. 1736(c )(I), the following are statutorily mandated requirements (Reference l O U.S.C. 1733 and 1737): *
  • a. Employee must be a member of the Acquisition Corps at the time of appointment. *
  • b. Employee must execute written agreement to remain in Federal Service position for at least 3 years. In signing agreement, employee does not forfeit employment rights, nor does agreement alter other terms or conditions of employment. *
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes ALL of the following tasks: Assessing and managing the cost, schedule, and technical performance progress of assigned projects or programs through the required phases of the acquisition cycle, AND; Developing and implementing program controls, AND; Planning, organizing, and coordinating activities related to contracting, engineering, testing, and logistics, AND; Reviewing and directing progress of applicable contracts in meeting program objectives, AND; Preparing briefings, studies, and other analyses for presentation to management officials and stakeholders FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of laws, principles, policies, and practices of systems acquisition and program management. 2. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. 3. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process. 4. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. 5. Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit. 6. Ability to plan, organize, lead, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
