About the Position: Responsible for providing overall guidance and assistance to others relative to the Command's financial operations related to the Homeland Security (HLS) and Homeland Defense (HLD) missions assigned to ARNORTH. Facilitates and synchronizes execution of long range and crisis action planning, operational plans, policies and programs to support ARNORTH Missions.

Duties

Review major financial programs for accuracy, completeness, and effectiveness of financial operations. Analyze current financial execution and forecasting future requirements for manpower and dollars to conduct Defense Support to Civil Authorities (DSCA) missions. Responsible for forecasting, balancing civilian pay, civilian performance awards, VERA/VSIP and civilian PCS entitlements. Prepare both recurring and non-recurring regulatory and non-regulatory resource management financial reports. Develop financial standard operating procedures (SOP) standardization for audit compliance and adherence to audit support. Manages system changes and administers policies to resolve any management and/or training problems related to the readiness of the G8 to deploy and carry out its assigned missions. Reviews financial data in reportable formats in order to make sound business decisions relating to recognition and validation of correct financial status while determining required actions and provide final reports. Provides advice on how accounting system functions can serve management’s business needs based on their access to detailed records and system operational information. Monitors utilization of current year and prior year appropriated funds to minimize negative un-liquidated obligations and unmatched disbursements, evaluate obligation practices, and prevent Anti-Deficiency Act violations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Will be required to deploy within the NORTHCOM AOR on short notice (in under 24 hours).
  • In performing above duties, overtime and shift work may be required on short notice to include nights, holidays, and weekends.
  • Incumbent will be expected to function in adverse climatic conditions and under intense physical and mental stress.
  • Must be capable, upon completion of training, of unassisted donning of mission oriented protective posture (MOPP).
  • Must be able to wear other personal protective equipment (PPE) or clothing such as boots, goggles, gloves, chemical mask and other safety equipment as required.
  • As a pre-condition of employment, any and all incumbents of this position must pass a physical examination.
  • Participation in the DOD/DA Immunization program to include live vaccinations as required by DOD/DA policy.
  • Employees may be required to wear an electronic pager and maintain a working telephone at all times.
  • Must be able to obtain/hold a Secret Security Clearance. Failure to satisfactory complete any aspect of this process is grounds for termination.
  • TDY requirement of 25% of the time.
  • This position requires Financial Management Level 2 certification within the required time.
