About the Position: The incumbent serves as Army North Comptroller and Division Chief of the Comptroller Division in the Office of the Deputy Chief of Staff, G-8 (Resource Management). Responsible for overall management of USARNORTH's Operation and Maintenance, Army (OMA), Overseas Contingency Operations (OCO), Army Service Incremental Funds (SIF), Commercial Ticket Program (CTP), and Other Procurement, Army (OPA) direct funded programs.
Duties
Provide sound, professional program budget execution guidance to USARNORTH senior leaders to ensure resourcing decisions are based on accurate information based on Command priorities.
Exercise internal control responsibility for fund control and proper use of all appropriated funds.
Interpret and explain budget requirements and policy directives of DOD and DA to USARNORTH Staff and Activities.
Utilize the PPBE process to organize work efforts throughout the fiscal year and capitalize on the Program Budget Advisory Committee (PBAC) as a steering group and means of communication.
Provides leadership for Comptroller Division personnel by challenging processes, inspiring a shared vision, enabling others to be more productive, modeling the way through planning/setting an example, and recognizing accomplishments.
Exercises full supervisory responsibilities for Division.
Exercises responsibility for planning and accomplishing work assignments to include the development and presentation of multi-year budgets for assigned programs/activities.
Responsible for the preparation of USARNORTH Command Budget Estimate / Spend Plan and Program Budget Execution Guidance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- May be required to perform over 25% of duties in a temporary duty travel status in connection with homeland security/homeland defense operations, planning or exercises.
- Supervisory Probationary period maybe required.
- Overtime may be required on short notice.
- Shift work may be required on a 24/7 basis and also may be necessary during exercises, crises, or contingencies. Incumbent may be required to temporarily work extended and irregularly tours of duty to include days, nights, shifts and weekend.
- Incumbent will maintain proficiency and situational awareness in the areas of Homeland Defense and Civil Support and may be required to continue or complete formal and informal training and knowledge of publications and systems.
- This is a Financial Management Level 3 Certified position.
- Incumbent must obtain and maintain a TOP SECRET security clearance.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
