This position is in the Excepted Service under U.S.C. 50 § 3024(v) and appointments are made without regard to the requirements of the Competitive Service by laws, Executive order, or OPM regulations.  The position is located in the Bureau of Intelligence and Research, Office of Technical Collection Affairs (INR/TCA). INR/TCA ensures that Department information needs are reflected in IC collection requirements and coordinates sensitive collection operations and programs.

Duties

Analyzes, develops, and updates signals intelligence and geospatial intelligence collection requirements plans for the Department. Develops multi-discipline collection plans to support the Department’s information needs. Advises analysts and policy clients on considerations for current collection and educates analysts and policy clients on collection capabilities. informs the bureau and Department on changes to collection to support diplomatic responses and identifies trade-offs elsewhere in the collection enterprise. Advocates for the Department within IC community collection governance fora, advances Department priorities within collection activities, and refines collection plans to drive intelligence collection activities toward Department information needs.

Requirements

• Must be able to obtain and maintain a Top Secret security clearance.
• Obtain/maintain eligibility to access Sensitive Compartmented Information

Qualifications

Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.   At the GS-12 level, the incumbent performs essentially the same duties as outlined above, however the scope and complexity of assignment are of less responsibility and independence and receives closer supervision than the GS-13. Qualifying specialized experience must demonstrate the following: Experience using research methods and techniques to validate, analyze, evaluate, and interpret information derived from a wide variety of sources. Experience liaising within both spheres of the international affairs and intelligence communities in order to disseminate and exchange information. There is no substitute of education for specialized experience for the GS-12 position. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience developing and maintaining professional networks within the Department of State and across the Intelligence Community (IC). Experience delivering oral and written communications to include drafting memoranda and background papers, and briefing senior level government officials. Experience working with classified materials and other limited-access need-to-know information. Experience working with counterparts from other United States Government (USG) agencies to develop joint courses of action. There is no substitute of education for specialized experience for the GS-13 position.
