Duties

You will serve as a Technical Advisor (Innovation and Intelligence Strategies) to the Assistant Director, Office of Strategic Intelligence and Information (SII) and the Special Agent in Charge (SAIC) of the Protective Intelligence and Assessment Division (PID) on all matters relating to the next generation of tools and tactics to advance the agency's threat assessment, risk management, and behavioral analysis programs. You will provide expert advice on the overall efforts, initiatives, implementation, and development of modern protective intelligence research, analysis, assessment methodologies, information sharing, and development of programs that support both the protective and investigative missions of the Secret Service through advanced strategic threat assessment processes. To accomplish this, you provide technical direction and program oversight of PID threat assessment and risk management activities including leveraging Departmental and broader Intelligence Community opportunities and resources for enhanced assessment processes. As the Technical Advisor (Innovation and Intelligence Strategies), you will prepare guidance on the business operations of PID and SII related to annual budget requests and long-range investment strategies, and on human capital and technology requirements. You will also track/monitor/compile statistical data to support budget/technology resource allocation proposals. As a recognized subject matter expert, you will brief senior executive leaders and staff on protective intelligence study findings and results. In this role, you will represent the Secret Service's position and perspective as it relates to the protective intelligence program areas in a variety of situations including public speaking engagements to senior Intelligence Community and law enforcement officials, and on interagency committees, boards and working groups, as part of the Homeland Security community.

Specialized Experience: Experience is typically in or related to the work of the position as described in the Duties section listed above. Such experience may include: Advising leadership on organizational research and program alignment to improve efficiency and overall effectiveness of protective intelligence administration. Making recommendations on various strategies, techniques and technical requirements needed to achieve established goals. Providing an understanding of protective intelligence sources and production, as well as guiding policies and regulations, and operationalization of research findings that support the overall mission of oversight and dissemination. Serving as the directorate or agency representative to Department or inter-governmental forums concerning intelligence matters. Presenting intelligence briefings and/or research findings to inform external stakeholders (i.e. media, professional conferences, and/or publication in professional journals). Presenting completed studies and findings in a balanced, clear and meaningful manner. Preparing analyses and comparisons of alternative methods of achieving program and policy objectives; and informing senior executive leadership on a variety of complex issues that may require changes in statute and/or policy. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following: MTQ 1: Demonstrated experience developing and recommending policies concerning protective intelligence research, investigations, information sharing, and assessment. MTQ 2: Demonstrated experience providing analyses, reports, briefings, presentations, and recommendations to executive management on protective intelligence study findings and results. MTQ 3: Demonstrated experience establishing and maintaining high-level contacts with federal, state, local and international government agencies, the Intelligence Community, law enforcement organizations, private institutions, and academia to develop and enhance these collaborative pursuits and promote information and resource sharing. Time-in-grade requirements do not apply to SL positions, so applicants do not need to have spent a certain period of time at the GS-15 or equivalent level.
