About the Position: This position is located at Naval Medical Center, Defense Health Agency, Defense Health Network Pacific Rim, San Diego, CA Directorate of RM Human Resources.
Responsible for the management of major Human Resource programs such as performance management, Awards, and Telework.
Duties
Studies and analyzes workload data, processes, methods and procedures.
Identifies duplication of effort, obstacles or other barriers that impact productivity and timeliness.
Designs, develops, implements and administers tracking systems for data collection, analysis and corrective actions.
Analyzes and evaluates effectiveness of performance management indicators and processes.
Provides cost/benefits analysis and assistance to supervisors for various management programs.
Conducts and/or coordinates various briefings, presentations, and training courses to inform, update, or educate the workforce.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
- This position is subject to screening and update of required immunizations unless exempted for medical or administrative reasons. Hepatitis B immunization is required for all positions with direct patient contact.
- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.

Specialized Experience GS-09: One year of specialized experience which includes: 1) updating Human Resources documents or databases and; 2) assisting on providing advice and recommendations to aid in developing human resource management plans. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. [remove LL.B or J.D., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, human resources management, finance, or operations management..
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience GS 11: One year of specialized experience which includes: 1) conducting program analysis by evaluating data from Human Resources, Financial, and/or Manpower databases and; 2) developing reports that analyze the effectiveness of established policies and processes and; 3) providing written and/or oral presentations to aid in command-level decision-making process and performance planning. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, human resources management, finances, or operations management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
