Duties
Maintain responsibility for the implementation, oversight, ongoing coordination, and data quality for manpower, personnel, and readiness requirements using office automation systems.
Maintain human capital/manpower data, provide guidance, and offer consultative assistance on matters relating to the analysis and evaluation of manpower and resource issues.
Oversee the analysis and reviews process necessary to ensure the number of billets/positions and the criteria assigned on the manpower document are the minimum requirements necessary to support the mission, functions, and tasks of the command.
Perform oversight of personnel services to ensure the department is achieving expected results with careful consideration to budget and in compliance with applicable policies, laws, regulations, and ethical standards.
Coordinate and oversee the assistance to hiring managers by ensuring access to procedural guidance/instructions and required forms for generating documentation necessary for processing of recruitment and other Request for Personnel Action.
Advise management on a variety of personnel issues such as recruitment, performance management, awards, incentives, trainings, etc.
Plan work to be accomplished by subordinates; establish performance standards and evaluate work performance of subordinates; and give advice, counsel, or instruction to employees on both work and administrative matters.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.

Specialized Experience: One year of specialized experience which includes advising management on a variety of personnel issues (i.e. recruitment, performance management, awards, incentives, etc.), analyzing and/or recommending solutions to manpower issues, analyzing data extracts and reports from automated human resource databases, and providing supervision, leadership, or direction to employees.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
