About the Position: This position is located in the Directorate of RM at Naval Medical Center San Diego. San Diego is a city on the Pacific coast of California known for its beaches, parks and warm climate. Immense Balboa Park is the site of the San Diego Zoo, as well as numerous art galleries, art studios museums and gardens. A deep harbor is the Home to a large active naval fleet, with the USS Midway an aircraft-carrier-turned-museum, open to the public.

Duties

Analyze a variety of manpower data for hospital staff personnel in functionally different, but interrelated operations. Develop studies from various source data collection systems. Validate data for accuracy for specific individual responses or summary reports. Explain disparities between reporting periods in regard to changes, trends, or circumstances not readily evident from the data. Advise Hiring Managers of critical and hard to fill positions, and the appropriate use of applicable bonuses and incentives. Utilize Manpower and Personnel programs and tools, such as those used to track personnel actions and employee gains and losses.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • Immunization screening is required. Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Health Care Management/Administration or Human Resource Administration. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Data ManagementOrganizational Performance AnalysisTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
