This position is located within the Research and Development Service at the VA Medical Center in San Antonio, TX. The Budget Analyst - Research provides budgetary planning and fiscal management, while coordinating Managerial Cost Accounting (MCA) activities and leading qualitative and quantitative performance improvement activities to meet the strategic planning goals for the Research Service.
Duties

NOTE: This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-09 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
The major duties include but are not limited to:
Serves as an expert on research-related budgetary policies, precedents, goals, objectives, regulations and guidelines;
Exercises judgment in decision making, regarding the balance of the overall budget to assure proper emphasis on critical areas;
Ensures obligations incurred and resulting expenditures of funds are in accordance with pertinent, research and procurement regulations;
Reviews and assures grants budget requests are complete, appropriate and justified for project needs to determine an appropriate starting date;
Assembles historical data on costs trends and forecasts, allocates and tracks fiscal expenditures and human resources demand;
Maintains cost accounting ledgers for current and prior year appropriations assigned to research;
Formulates and executes short-and-long term budget plans;
Reconciles cost control records with monthly, quarterly and annual fiscal reports;
Provides financial advice to investigators and/or other members of the service on budget related matters;
Ensures each project account has sufficient funding to cover the cost of purchase orders before the purchase order is created;
Performs studies and audits on control and use of funds throughout each fiscal year;
Applies qualitative and quantitative analytical methods, techniques and administrative duties to analyze and evaluate research plans and funding for one of more future budget years, including cost-benefit analyses, risk sensitivity analyses, probability assessments, quantitative analyses and quantitative analyses;
Monitors expenditures of personnel funds and FTEE levels, within individual accounts to ensure that the overall Research program stays within the assigned ceiling of dollars;
Serves as an expert on VA regulations, rules, procedures and practices for initiating, preparing and monitoring procurement and contractual agreements;
Monitors contracts and submits timely extensions;
Serves as the focal point of the service to resolve problems or conflicts that may arise between research investigator, vendors and the procurement staff; and
Performs other related duties as assigned.
Work Schedule: Monday through Friday, 8:00am to 4:30pm

Qualifications
To qualify for this position at the GS-9 grade level, you must meet one of the following requirements:
Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of this position, and that is typically in or related to the work of the position to be filled. Specialized experience is performing duties similar to that of a GS-11 grade level but of a more limited scope and with less independence such as experience within a healthcare or research environment maintaining a budget and assisting with overseeing the budget functions such as tracking obligations and expenditures; analyzing and formulating annual research budgets; analyzing and evaluating contract and grant budgets; monitoring control point expenditures; utilizing databases and information systems to compute and analyze data; and preparing recurring and non-recurring reports. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~
Education: Successfully completed a master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree that is directly related, and that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited in an accredited college or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Combination: Equivalent combinations of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrates the knowledge, skills, and abilities necessary to do to the work of this position. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~
Education: Successful completion of a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree that demonstrates the knowledge, skills and abilities to do the work of this position, such as a degree in business, finance or accounting, if related. Physical Requirements: Work is primarily sedentary; The position uses a computer and standard office equipment to complete tasks. Work may also require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. On occasion, the person in this position may carry light items.
Work is typically performed in an adequately lighted and climate-controlled business office and involves everyday risks or discomforts which require normal safety precautions.
