About the Position: This position supports the Defense Health Network Central office, coordinating budget oversight and execution of the aligned Treatment Facilities. As the subject matter expert and senior analyst, the incumbent performs a wide variety of administrative and analytical duties related to program/budget planning in accordance with the Defense Health Agency's (DHA) priorities.

Duties

Develop budget procedures complying with cost and financial considerations. Exercise technical judgment in developing and/or revising medical facility plans and objectives. Prepare extensive and convincing statistical justification in support of budget requests. Adjust allocations as required to optimize goals within financial and time constraints. Identify trends in obligations and expenditures to propose actions for efficient healthcare delivery. De-conflict resource limitations to optimize use of available funds. Execute funding programs in compliance with financial management principles and concepts to ensure effective use of agency resources.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • A Personnel Security Investigation is required.
  • Up to 10% Business Travel required.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Position is designated as Mission Essential. The incumbent will be required to report to work during times of contingency operations, natural disasters, extreme weather or other emergency situations.
  • Continued employment in this position is subject to successfully obtaining and maintaining a Level 2 DoD Financial Management Certification within two years from entry on duty to the position.
  • If the incumbent is already in a position that requires a Level 2 certification, he/she must complete the certification in the original 2-year period.

You will be evaluated on the basis of your level of competency in the following areas: Budget Formulation, Justification & PresentationConcepts, Policies and Principles of BudgetFinancial Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
