Duties

If selected for this position, you will join a well-respected team that is responsible for the management and control of the District's short and long-range budget. Typical work assignments will include: Preparing annual administrative budgets and operating plans; Analyzing expenditure data to identify variables affecting costs; Researching legal, regulatory, program, and budgetary information; Developing financial policies to facilitate achievement of program goals and objectives; Providing technical advice and assistance in the identification of future resource requirements, and in the planning and development of future budget requirements; Planning work to be accomplished and setting priorities. Assigning work to employees based on consideration of the capabilities of the subordinates and the difficulty of the work. Counseling subordinates on work and administrative matters and resolving informal complaints. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Requirements

  • You must be a U.S. Citizen or National.
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
  • You must be registered for Selective Service, if applicable.
  • If selected, you may be required to complete a one year probationary period.
  • If selected, you will be subject to the satisfactory completion of a one year supervisory or managerial probationary period unless this requirement has been met previously.
  • Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
  • You must meet all qualification requirements within 30 days after the closing date of this announcement and before placement in the position.

Qualifications

GS-13: One full year of specialized experience equivalent to the GS-12 level. Specialized experience is defined as experience performing budget or financial management work which demonstrates a detailed, intensive knowledge of and skill in applying the policies, precedents, regulations, concepts and processes of budgeting to manage the budget process, including formulation and execution activities, at the district or office level. In-depth knowledge of the budget cycle, including overall agency/company budget processes and requirements and extensive knowledge of the sources and types of funding available. Comprehensive knowledge of and skill in using a financial management information system to enter financial data, track funds and develop reports. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
