About the Position:
This position is located at the Defense Health Agency (DHA) under the policy guidance and direction of the Office of the Secretary of Defense (Health Affairs) (OASD (HA)) in San Antonio, TX.
Salary negotiation may be available for those candidates who are new to Federal service.
Duties
Serves as budget analyst within the Investment Management Branch of PRMD, PEO-MS (J6).
Conducts special studies, analyzes and reviews data as necessary, and provides sound projections of financial program and funding requirements to ensure the availability of funds.
Provides guidance on budget directives and mission requirements as set forth by the Office of the Secretary of Defense (OSD) and OMB to provide guidance to PEO MS/J6 program managers and to respond to requests for mission funding and personnel data.
Devises and recommends the adoption of procedures to implement budgetary process, policies, and regulations issued by DHA/J8 or DHA Headquarters. Resolves and interprets ambiguous and conflicting budgetary policies and regulations.
Reviews and analyzes continuing changes in program plans and/or funding throughout the year to identify and recommend or make frequent adjustments to budget estimates and/or conduct partial re-budgeting.
Assembles and/or develops background data, information, and documentation to support required program budgets for reference and evidence in agency budget hearings and/or before Office of Management and Budget (OMB) and/or congressional committees.
Performs quality checks of automated system database information and advises program manager of any significant problems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- One year trial/probationary period may be required.

- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Specialized Experience: One year of specialized experience which includes assisting with the preparation of detailed analysis of annual and/or multi-year budget estimates, providing guidance on budget directives and mission requirements, and reviewing budgetary actions for approval/denial. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
