About the Position: This Contract Specialist, NH-1102-03 position is located in the Army Contracting Command (ACC), Redstone Modernization Directorate, Fort Eustis Contracting Division, Contracting Branch, Fort Eustis, VA.
Duties
Serve as Contract Specialist responsible for acquisition planning, contract negotiation, execution, and contract administration.
Evaluate responses to solicitations, including price reasonableness, and adequacy of competition.
Review negotiated contract for inclusion of all acquisition/requirements.
Resolve technical problems presented by the contractor in coordination with the Contracting Officer’s Representative (COR) and the Program Manager (PM).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One year trial/probationary period may be required.
- Selectees must meet position requirements for certification at Level 1 (Foundational) in the Acquisition Career Field Contracting within 36 months of entrance on duty.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000;OR(B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

**In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: In order to qualify for this position your resume must describe one year of specialized experience equivalent to the NH-02 (GS-11 or equivalent) grade level in the Federal service which includes:1) Managing and processing contracting actions in pre- and post-award of contracting in procuring supplies and services; 2) Processing contracting actions with multiple contract types (fixed price and cost reimbursable); 3) Supporting acquisition programs during planning, strategy development, contract negotiations, and proposal evaluations; AND 4) Resolving contract issues that require deviation and corrective action in accordance with Acquisition Regulations.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).
Education
