About the Position: This Contract Specialist, NH-1102-04 position is located in the Army Contracting Command (ACC), Redstone Modernization Directorate, Fort Eustis Contracting Division, Contracting Branch, Fort Eustis, VA.
Duties
Serve as focal point for planning, developing, and executing complex contractual strategies and provides warranted signatory authority to enter into contracts for acquisition of commodities utilizing both sole source and competitive acquisitions.
Serve as Lead Negotiator and representative on contractual issues at conferences and meetings.
Guide supporting contracting specialist in developing solicitations and implementing complex and unique acquisition techniques for both sole source and competitive acquisitions utilizing SEC procedures.
Serve as principal contracting advisor to customers in the acquisition planning process, provides program updates and participates in decisions involving contractual matters.
Analyze recommendations to formulate contracting strategies considering socio-economic programs, competition maximization, pricing arrangements, subcontracting, and matters requiring unique acquisition techniques.
As Team Lead, serves as intermediary between the team and upper management. Articulates assignments, plans subordinate work, trains or arranges training, provides input to the supervisor on performance management and personnel administration.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires the incumbent to complete a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually thereafter.
- This position is a critical acquisition position (CAP), the incumbent must be a member of the Acquisition Corps at the time of permanent selection for the position unless a waiver is granted.
- Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position of at least three years.
- Selectees must complete certification at Level III in the Acquisition Career Field Contracting within 24 months with an additional 12 months from the date of Entrance on Duty (EOD) up to a total of 36 months.
- This position is subject to up to 10% travel.
- Top Secret Security Clearance.
- Testing Designated Position (TDP)/Drug Testing
- Candidates must be eligible for and satisfactorily pass a Class IV Contracting Officer Warrant/Review Board prior to appointment in accordance with FAR 1.603-2

Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1)Assisting or leading source selection boards 2) Developing, leading, and conducting negotiation strategies for contracts; 3) Performing cost/price analysis in evaluating offers; AND 4) Developing and recommending acquisition strategies for contractual authority approval.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13).
