About the Position: The Mission & Installation Contracting Command (MICC) located at Fort Eustis, VA provides cradle to grave contract support for supplies, services, and test support services in support of the Army Mission.
Duties
Serves as the primary representative for the MICC/FDO to U.S. Army Training and Doctrine Command (TRADOC) customer liaison/support activities.
Oversees systems administration and automated tools/databases used to support the operations and management of the FDO.
Directs the businesses operations of the FDO. To include, customer support, business systems management, preparing metrics, policy and procedure development and implementation, training monitoring and executive level briefings.
Monitors and evaluates the MICC/customer business interface and identifies and communicates lessons learned in both pre- and post-award contract award phases in order to promote increased effectiveness of operations
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
- This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a conditions of employment, a written tenure agreement.

Basic Education Requirement:
DEGREE: A Bachelor's degree from an accredited educational institution. (NOTE: You MUST provide a copy of your Transcripts in order to be considered)
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: One year of specialized experience which includes: : 1.) Analyzing trend analysis metrics such as workload, quality, and compliance of acquisition policy and mission with both internal and external reporting requirements; 2.) Monitoring critical support areas such as identifying key contracting processes and/or discovering systemic issues that impact quality performance or non-compliance; AND 3.) Leading a group of contract specialists, providing technical direction and/or guidance on unusual problems and new assignments. This definition of specialized experience is work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
