Duties

WHAT YOU'LL BE DOING DAY TO DAY As an Supervisory Emergency Management Specialist ,in the Office of the Secretary's Operations Center, you will use your knowledge and experience to optimize business results and customer experience by: Leads a supervises a Watch Team, to continuously detect, warn, and coordinate the initial response to hazards that threaten the health of Americans around the globe. During activations serves in a leadership role in the Incident Support Team (IST), and during steady state rotates with other Supervisors in a duty schedule to provide guidance and escalation decision making for the on-duty Watch. Directs personnel in identifying, distributing, and balancing workload and tasks among employees. Develops performance standards, Individual Development Plans (IDP's), and training plans for staff. Rates and signs performance appraisals based on established standards. Researches, learns, and applies a wide range of qualitative and/or quantitative methods to identify, assess, analyze and improve SOC effectiveness, efficiency and work products. Establishes short and long- range goals for assigned programs. Provides all hazard, public health, and medical watch support; incident emergency alerts, notification, incident management support and support for emergency drills, exercises and emergencies for the DHHS. Maintains a high level of individual readiness in preparation for the SOC to successfully transition to either Continuity of Operations (COOP) or into incident management operations. Serves as technical advisor providing expert advice and consultation on a wide range of topics affecting the overall management and programmatic oversight of operational activities of public health and emergency response programs in OSOC. Represents the OSOC, ASPR, and DHHS in professional meetings and policy groups in matters of Emergency Management emergency management activities. Develops and prepares senior leadership briefings, products and reports to ensure senior leaders maintain situational awareness of incidents or threats. Oversees and provides timely guidance to personnel that furnishes real time alerting and maintains realtionships and communications with other Federal, State, and local agencies, etc.

Qualifications

WHAT WE ARE LOOKING FOR You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service at least three (3) of the following: Serving in a leadership role in incident management, emergency management or operations centers. Managing, planning, and evaluating emergency management programs, or public health, and medical response activities. Coordinating readiness activities and training. Preparing and interpreting policy and guidance documents on emergency response issues and following emergency management related directives, regulations, laws, and guidance (e.g., National Incident Management System, National Response Framework, Homeland Security Presidential Directives).
