About the Position: Serve as technical expert in conducting management manpower studies, organizational mission and function studies, and special management studies for the Assistant Secretary of Army, Manpower and Reserve Affairs.
Duties
Conduct complex analysis of Army-wide programs focusing on Army manpower requirements management programs.
Plan, conduct, review, processes, and supports manpower requirements analysis, studies, evaluations, and provides assistance Army-wide.
Assist in the development of workload-based staffing standards and performance metrics to determine organizational manning levels.
Present briefings, information papers, and final correspondences to senior military and civilian officials.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- One year trial/probationary period may be required.
- Incumbent is expected to perform TDY travel CONUS and OCONUS up to 25 percent of the time.

GS-12 Specialized Experience: One year of specialized experience which includes assisting with analyzing organizational structures to identify inefficiencies in manning levels; recommending solutions to problems in organizational productivity; and coordinating with internal and external stakeholders across various levels of leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
GS-12 Time in Grade Requirement:Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
GS-13 Specialized Experience: One year of specialized experience which includes analyzing organizational structures to identify inefficiencies in manning levels; advising on the distribution of work among positions and organizations to ensure the appropriate staffing levels and skills mix are in place; evaluating new/proposed legislation and/or manpower regulations to determine the impact on program operations; and examining manpower data to provide managers with objectively based information. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
GS-13 Time in Grade Requirement:Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
