Qualifications
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. The ideal candidate will be able to demonstrate the following:
Demonstrated experience leading technical and scientific personnel, developing project plans, coordinating overall team efforts, and maintaining appropriate lines of communication to build support for a program.
Comprehensive knowledge of concepts, theories, designs and interactions of data science as evidenced by the application of advanced analytical techniques to perform technical evaluations in order to provide expert advice and guidance to NRC management regarding data collection, maintenance, and storage design approaches.
Extensive knowledge of governmental data policies, procedures, standards, and authorized system design approaches to facilitate long-range planning and forecasting of data resources.
Demonstrated experience gathering and maintaining data, applying data analytics to development of methodological approaches, study design, development of data strategies and data policies, and advanced written, verbal, and visual communications of study / analysis output to support decision-making.
Demonstrated experience translating and expressing complex concepts and findings into concise, plain language, both orally and in writing to diverse internal and external stakeholders at all levels in the organization who have varying technical backgrounds.
Specialized experience is defined as:
Demonstrated experience leading cross-functional teams, staffed by federal civil servants and contractors, composed of professionals skilled in policy analysis, NRC business and regulatory processes, information technology, data engineering, and/or project management disciplines, in order to develop data-driven solutions that address NRC's program and business challenges.
Education
A degree or a combination of education and experience is required. The degree should be in a major field of study (data science, mathematics, statistics, engineering, or computer science) at least at the baccalaureate level. Courses equivalent to a major field of study (30 semester hours) as shown in the previous sentence, plus additional education or appropriate experience.
