Duties

WHAT YOU'LL BE DOING DAY TO DAY As a Data Scientist, you will use your knowledge of and experience to optimize business results and customer experience by: Serving as a senior advisor to leadership at the Division and Group level in collecting, analyzing and interpreting unique and highly specialized data sets that contain information that can inform agency decisions regarding programs or business operations (such as procurement or human capital). Conducting data science research with statistical and analytical tools used to analyze complex sets of data. Translating the technical scientific results of analysis into clear, actionable communications (such as reports, visualizations, and storytelling) that equip Agency decision makers to make informed, data-driven decisions about digital product development and website strategy. Identifying available and relevant data, including internal and external data sources, leveraging new data collection processes, and performing all phases of the systems development life cycle required in the design, development, and implementation of features enabling data access. Serving as a resource to Federal and/or contractor staff on data science and may be called upon to serve as a team leader, assuming responsibility for the development of project planning, coordination of overall team efforts, and maintaining appropriate lines of communication. Acting as a technical liaison with other offices, the Department of Health and Human Services, and private-sector organizations on relevant issues related to data science.

Qualifications

WHAT WE ARE LOOKING FOR Basic Qualifications: Must meet one of the items listed below: Possess a 4-year bachelor's or higher degree in mathematics, statistics, computer science, data science or field directly related to the position. - OR- Possess a combination of education and experience - Courses equivalent to a major field of study (30 semester hours) as shown in above, plus additional education or appropriate experience. -AND- Minimum Qualifications: In addition to the basic qualification requirement above, you must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service performing at least three (3) of the following: Conducting data science research with statistical and analytical tools used to analyze complex sets of data. Analyzing and/or interpreting unique and highly specialized data sets that contain information that can inform decisions regarding programs or business operations (such as procurement or human capital). Using statistical tools (such as Statistical Analysis System (SAS) software, R, or SPSS) for computing, analyzing data sets and/or coding with software (such as VBA, SQL database coding, MATLAB, Python, etc.), and/or using business intelligence tools (such as Tableau, PowerBI) to generate reports that convey statistical information to non-technical audiences. Using advanced statistical techniques (such as machine learning, artificial intelligence, multivariate modeling, etc.) to develop computational algorithms and/or statistical methods that find patterns and relationships in large volumes of data. Solving technical problems by writing code and explaining data architecture and design to both technical and nontechnical audiences.
