This position is located in the Office of Nuclear Regulatory Research (RES), Division of Systems Analysis (DSA), Accident Analysis Branch (AAB).
The acting supervisor is Jennie Rankin.
This position is Bargaining Unit with the National Treasury Employees Union, Chapter 208.

Duties
The incumbent serves as a data scientist with specific technical expertise in data mining/data analysis methods (e.g., data cleansing, data management, analytics, visualization and engineering), modeling (e.g., model selection, training, evaluation and tuning), mathematics, statistics and artificial intelligence to collect, analyze, and interpret large data sets. The incumbent provides technical expertise to accomplish gathering and maintenance of data, data analytics, development of methodological approaches, study design, development of data strategies and data policies, and advanced written, verbal, and visual communications of study / analysis output. The incumbent assists with providing direction and scientificexpertise to a wide range of highly complex, highly visible initiatives and projects. The incumbent leads or consults with cross-functional teams, staffed by federal civil servants and contractors, composed of professionals skilled in policy analysis, NRC business and regulatory processes, information technology, data engineering, and project management disciplines, in order to develop data-driven solutions that address NRC's program and business challenges.

Qualifications
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service (GG-13) or equivalent experience in the private or public sector. The ideal candidate will be able to demonstrate the following:
1. Demonstrated knowledge of and experience in developing data analytics/science related products (e.g. machine learning, natural language processing, robotics process automation, and artificial intelligence) and applied programming or data manipulation with a programing language (e.g., Python; R; SQL; or equivalent) to analyze large volumes of data to build and enhance products, processes, and systems. Demonstrated knowledge and experience in identifying problematic issues and reporting discrepancies and providing appropriate recommendations to leadership.
2. Demonstrated ability to establish and maintain effective work relationships with peers, management, and personnel of other U.S. government agencies, equivalent industry organizations, or international organizations.
3. Demonstrated effectively ability to communicate technical information, ideas, and advice in a clear, concise, and logical manner, both orally and in writing, with colleagues, subordinates, NRC management in headquarters or regions, ACRS, the Commission, members of the public, international organizations, representatives of professional groups or other Federal or State agencies.
4. Knowledge of regulatory programs, policies, guidance, and support activities.
Specialized experience is defined as: Experience overseeing and participating in the assessment and documentation of current state business processes and data/technical architectures, future state business processes and data/technical architectures, gap analyses and the development of recommendations for business process and data/technical architecture improvements, and translation of business needs into data/technical requirements. Overseeing and participating in teams to achieve business outcomes by leveraging staff and/or contract resources with junior-to-advanced proficiency in data mining/data analysis methods, modeling, mathematics, statistics, programming languages (e.g., SQL, Python, R), web-based application development (e.g., JavaScript, Java, Python, C/C++, R/Shiny apps), and business intelligence platforms (e.g., Tableau, SharePoint, PowerBI), and demonstrating intermediate-to-advanced knowledge of artificial intelligence capabilities for intelligent automation, knowledge discovery, conversational UIs and/or content generation.
Education
A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
