Duties
Major Duties
As a Senior Data Scientist, you will serve as a principal advisor on broad issues relating to policy proposals and adherence towards a formal data governance framework and data life cycle practices to unlock the potential of government data.
Your major duties and responsibilities include:
Serving as a senior authoritative source on tasks requiring analytical techniques to analyze complex data relationships, identify innovative ideas, and develop objective evaluation criteria.
Developing thoughtful recommendation for implementing solutions to strengthen the NPDB's overall data governance.
Managing major projects concerning BHW's current and proposed data-related activities, identify gaps, and make recommendations for improvement.
Monitoring and ensuring consistent implementation of policies related to data release and dissemination and maximizing BHW data for internal and external users.
Overseeing and leading multiple project teams and professional data specialists across BHW by providing broad oversight and guidance.
Representing DPDB as a recognized data science expert at working group forums established by BHW, HRSA, or HHS officials, OMB, Federal Chief Information Officers, and other partners, to focus on data transparency, accountability, policy and directive participation and collaboration.

Requirements

QUALIFICATION REQUIREMENTS:
OPM basic requirement for all Data Scientist 1560 series positions as stated below:
A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
OR
B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
NOTE: A copy of your unofficial transcript (or foreign education equivalency) that verifies you meet the education requirement must be included in your application package by the closing date of the announcement. If meeting the basic requirement based in whole or in part on experience equivalent to a major as stated below, your resume must clearly demonstrate the periods of time (month/year). Copies of diplomas are not acceptable in lieu of transcripts as verification of the education requirement.
In addition to the basic education requirement above, in order to qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
Examples of the minimum qualifying specialized experience equal to the GS-14 level include the following types of tasks performed on a regular and recurring basis:
Using statistical software (i.e., SPSS, SAS, STATA, R, etc.) to handle large data set manipulations and analyses of scientific data.
AND
Providing expert level statistical technical advice and guidance, initiating statistical study designs, planned methods of collecting data, data governance practices, and interpreting study results.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

LEADERSHIP - Inspires, motivates & guides others toward goal accomplishment; coaches & mentors subordinates; adapts leadership styles to a variety of situations; models high standards of honesty, integrity, trust, openness, & respect for individuals by applying these values to daily behaviors.
DATA GATHERING AND ANALYSIS - Seeks or collects and synthesizes information from a variety of stakeholders and sources in an objective, unbiased manner to reach a conclusion, goal, or judgement and to enable strategic decision-making.
