This position is located in the Refugee, Asylum and International Operations Directorate, Mission Support Branch. As a MANAGEMENT & PROGRAM ANALYST, you will create, deliver, and coordinate training on various HR topics, prepare and conduct presentations, and provide instructional guidance and best practices.

Duties

Design and conduct training sessions to educate RAIO and field office staff on HR policies, procedures, and best practices. Plan, conduct, and participate in special studies and task forces, and provide succor to RAIO and field offices throughout the agency. Serves as a primary point of contact for RAIO Mission Operation’s training-related programs and HR-related topics. Analyze and offer proposals to develop major program policies, that include but not limited to new business processes, training methods, technologies, employee individualized training, or Directorate changes. Provide training and technical assistance to RAIO, field office management, and staff on a variety of human resources, and other RAIO Mission Operation’s programs, focusing on planning systems and management programs to meet mission goals.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 12/30/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 12/30/2024. Preferred applicant will have experience with USCIS HR related systems, ECN Recruitment Tracking, and knowledge of RAIO Programs staffing and recruiting operations. GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Leading and acting as a primary liaison for training programs focused on human resources and HR systems. Providing expert advice and guidance on policies and best practices through training and consultation. Overseeing the development and evaluation of HR training programs, procedures, and methodologies. Researching and investigating new business and human resource management practices to determine the impact on program operations. Advising senior leadership on HR training strategies ensuring strategic alignment and collaboration across organizational units.
