This position is located in the Department of Congressional and Public Affairs (CPA),Millennium Challenge Corporation (MCC). Although the position is advertised equivalent to GS-11/12, MCC uses a pay banded system to compensate employees. This position is pay band MC-4c/4b which is generally equal to GS-11/12.

Duties

Participates in leading external events for the CEO, advising and suggesting events for senior MCC staff, staffing MCC senior staff at events, and coordinating with external organizations. Leads or assists with projects and assignments associated with the development, design and completion of short- and long-term outreach strategies for partnering on MCC corporate priorities by researching corporations, foundations, non-profit, faith-based or other NGOs whose goals intersect with MCC's goals. Establishes and manages relationships with prospective partners, maintains existing relationships with external stakeholders, and evaluates incoming partnership, meeting and speaking requests from external organizations. Liaises with key staff from other stakeholder divisions within MCC to inform and shape partnership goals and desired outcomes. Organizes meetings, roundtables, speaking opportunities and special events to further MCC's corporate priorities. Works closely with Congressional and Public Affairs staff to develop ways to highlight and support partnerships through events or other communications activities. Researches and secures locations for events either internal or external to MCC offices. Coordinates with departments to ensure preparation of statements of work and drafts contracts for the vendors chosen for specific events in areas such as event location, hotels for guests, caterers, translators, transportation companies, printers and other suppliers required to support MCC events. Plans cost estimates for events and budget development and the execution of the complete program within funding parameters. Attends events and troubleshoots situations/circumstances to ensure that all requirements are carried out effectively and efficiently. Staffs and supports MCC leadership on domestic and international trips, as needed. Attends evening and weekend functions as required for duty and travels regularly to carry out the duties and responsibilities assigned. Works a varied schedule due to agency needs that may include early morning, evening shifts, holidays, or weekends, as required. Performs related duties as assigned.

Qualifications

To qualify for pay band 4C applicants must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 5 (GS-9) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as; experience with external affairs programs such as advising and suggesting events, securing locations for events and coordinating with external organizations; communicating orally and in writing with individuals and group, internally and externally; and experience planning and developing budgets and cost estimates. Note: This experience MUST be well documented within your resume or application. OR Education may be substituted for experience. Applicants may also qualify based on completing requirements for a Ph.D. or equivalent doctoral degreeor3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements. Such education must demonstrate the knowledge, skills, and abilities to do the work of this position. To qualify for pay band 4B applicants must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4C (GS-11) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: leading external affairs programs including advising and suggesting events for senior staff, staffing events, and coordinating with external organizations; communicating orally and in writing with individuals and through group presentations to corporations, foundations, non-profit, faith-based or other NGOs; and planning and developing budgets and cost estimates. Note: This experience MUST be well documented within your resume or application. Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to pay band 5 or GS-9 to be eligible for pay band 4c. You must have one year of Federal service equivalent to pay band 4c or GS-11 to be eligible for pay band 4b.
