Duties
You will serve as a Quality Assurance Specialist (METROLOGY) in the Metrology Management Division, Technical Department.
You will develop, implement, and maintain effective inspection procedures and surveillance plans designed to evaluate compliance with contractual requirements.
You will perform process monitoring and surveillances applicable to systems and procedures associated with the acceptability of Calibrated Test, Measurement, and Diagnostic Equipment (TMDE).
You will develop and implement quality assurance plans and projects to ensure compliance with high level directives.
You will study and monitor contractor workload and processes to ensure TMDE and other contract deliverables are provided on schedule and to acceptable quality levels.
You will provide workload monitoring and technical workload management services for the Navy Calibration Laboratory (NCL).
You will review calibration/repair work performed and ensure it meets required quality standards, resolving discrepancies when needed.
You will review corrective action responses form external agencies for timeliness and to ensure they provide adequate information to resolve the problem.
You will participate in calibration proofing exercises for new capabilities or expansion of existing capabilities.
You will develop and maintain NCL workload data and trends.
You will monitor laboratory performance against historical trends and provide reports for contract monitoring input.
You will review and provide input on specifications for technical support contract proposals.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
Qualifications
For the GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluating quality assurance processes to confirm contractual compliance to calibration, metrology, or quality requirements.
For the GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing quality assurance processes to confirm contractual compliance to calibration, metrology, or quality requirements.

Education
Education may be substituted for specialized experience as follows:
GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another filed related to the position.
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position.
OR
Successful completion of an LL.M. degree that is related to the position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience
