This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Human Capital, Talent Acquisition & Benefits Group (TABG), Division of Pay and Benefits (DPB).
As a Supervisory Human Resources Specialist, GS-0201-14, you will direct, coordinate, integrate and collaborate staff, functions and operations associated with employee benefits and pay.
Duties
Negotiate and interact with stakeholders on Division/Group related functions and anticipated changes.
Prepare options and recommendations on the application of policies, and contribute to the attainment of organizational mission goals, and objectives (TABG, OHC, CMS, HHS).
Champion continuous quality improvements, often through the accomplishment of Division goals and objectives, and suggest more efficient processes and
procedures.
Provide supervision to a subordinate staff of HR Specialists and/or other HR-focused administrative support positions.
Develop and implement CMS-wide operating guidance, procedures, training and communication tools for the Division.
Work in collaboration with other TABG and OHC professionals to ensure alignment with overall goals, plans, and activities, partnering in the development
and implementation of strategic plans.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:
1) Leading a team by managing the timeliness of benefits and/or payroll actions and balancing the workload of a team; 2) Applying a wide range of concepts, practices, laws, regulations and policies related to benefits and/or payroll functions; AND 3) Advising or consulting on benefits and/or payroll programs, regulations and policies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
