Serves as principal advisor to OIG senior executives on a broad range of human capital policies, programs, and initiatives. The incumbent also provides leadership, guidance, and consultation to a nationwide organization of approximately 500 employees on a comprehensive range of human resources management issues and plays a critical role in the achievement of OIG's strategic goals by providing guidance and oversight on various OIG HR programs.
Duties
Provides leadership to a comprehensive nationwide recruitment and placement programs designed to meet OIG’s continuing human capital needs.
Develops and operates a continuing and timely nationwide program of position management and position classification designed to ensure clarity of duties, assignments, and equity of position allocations.
Represents the OIG in partnerships with external stakeholders such as OPM, and
internal stakeholders such as SSA’s HR components, to contribute to government-wide initiatives, and identify innovative
human capital management solutions.
Conducts independent analysis of controversial matters and provides expert advice, guidance, and support to the Assistant Inspector General (AIG) for ORM on complex, sensitive, and mission-critical issues.
Supports and evaluates a comprehensive program for performance management, performance-based actions, disciplinary/adverse actions, and
misconduct/suitability matters for OIG employees.
Directs subordinate staff, ensuring the quality and timeliness of their work products by providing administrative and technical guidance.

HOW TO QUALIFY: Eligible applicants must meet the following qualification requirements.
Applicants must have 52 weeks of specialized experience at the GS-14 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must include all of the following:
Working in the following HR disciplines: recruitment and hiring; position management; classification; performance management; and workforce analysis.
Managing, directing, and evaluating the work of others.
Measuring the effectiveness of HR programs.
Interpreting and applying HR policies.
Writing and classifying federal positions using classification standards and policies.
Qualification requirements must be met by the closing date of this announcement.
