This position is located in the Department of Health & Human Services(HHS), Centers for Medicare & Medicaid Services(CMS),Office of Human Capital, Talent Acquisition and Benefits Group, Division of Pay and Benefits. As a Supervisory Human Resources Specialist (Division Director), GS-0201-15, you will serve as a technical expert who establishes and maintains oversight of program metrics and reporting requirements for quality control reviews.

Duties

The Division Director collaborates with the OHC Director and Deputy Director in the evaluation of budgetary data and information relating to planned utilization of personnel. Designs and plans innovative strategies to communicate and train the workforce in compensation and benefits programs and policies. Oversees the development and execution of educational workshops, outreach events, and informative materials that seek to ensure the CMS staff have a clear understanding of the pay and benefits programs. The Division Director exercises technical and administrative supervisory controls that are in keeping with a managerial/second-level supervisory position. The incumbent uses subordinate Branch supervisors to direct, coordinate, or oversee work. The incumbent evaluates Division requirements for successful execution of its functional responsibilities by comprehensive and detailed analysis of manpower, financial plans, and operational program processes and requirements. The incumbent assesses the nature and extent of changes necessary to reach an outstanding operation and takes or advises on necessary Division action to make such improvements operational realities.

Qualifications

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Performing management functions to include managing resources, managing performance, and providing strategic planning and direction to staff; 2) Providing technical guidance on human capital programs in the areas of employee benefits, retirement, payroll, or leave programs; AND 3) Collaborating with internal and external stakeholders to address inquiries and problems related to employee benefits, retirement, payroll, or leave programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
