This position is located in the DHHS, CMS, Office of Human Capital (OHC), Talent Acquisition and Benefits Group (TABG), Division of Client Operations (DCO).
As a Supervisory Human Resources Specialist, GS-0201-15, you will serve as a technical expert to set human capital policies, objectives, and planning as well as be responsible for directing the activities of DCO.
Duties
Evaluates the successful execution of HR functional responsibilities by comprehensive and detailed analysis of manpower, financial plans, and operational program processes and requirements.
Analyzes, plans, and recommends changes, considering personnel impact of transition to new operations and programs, and potential realignments of work.
Engages with a myriad of CMS, HHS and external resources to provide CMS-wide staff advisory services on HR Staffing issues.
Utilizes an expert level of HR knowledge and experience to oversee program planning, budgeting and execution for the Talent Acquisition and Benefits Group (TABG).
Oversees outcomes and establishes revised procedures for periodic evaluation of HR program effectiveness by assessing progress in meeting established program goals and in determining compliance with established policies.

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include:
1) Leading a staff of professionals to include managing resources, managing performance, or providing strategic planning and direction to staff and organization;
2) Evaluating or developing human resources (HR) policies and programs to improve HR services provided to stakeholders through innovative solutions; AND
3) Collaborating with internal and external stakeholders to promote HR Staffing services and programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
