This position is located in the Carlsbad Field Office, in the Resources Division.
This position is open to Bureau of Land Management (BLM) New Mexico current permanent employees on a competitive appointment and employees that meet Land Management Authority. This includes Bureau of Land Management (BLM) employees in New Mexico, Texas, Kansas, and Oklahoma.
Duties
Provide direction in the Resources division of the organization’s program, work responsibilities and authorities by providing supervision, leadership, and guidance to staff.
Plan, budget, organize, implement, and evaluate a broad array of complex resource programs requiring intensive multi-use management and protection of a variety of resources.
Conduct a viable and open public relations program ranging from national media and national, regional, and local specialist interest groups on many issues that draw national attention.
Assign work based on priorities and capabilities of subordinate supervisors and employees.
Perform personnel management functions such as selecting employees for vacant positions, establishing performance standards, identifying training needs, and recognizing and awarding employee performance.
Requirements
- U.S. Citizenship required.
- May be required to complete background investigation and drug screening.

- You cannot hold an active real estate license, nor can you have an interest or hold stocks in firms with interest in Federal Lands.
- If you are a new supervisor in the Federal government, you will be required to complete a one-year probationary period.
- Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
- You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
- You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying:
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) managing and making decisions that are consistent with the multi-use mission and the priorities of DOI and BLM; (2) strategically identify and analyze complex, controversial, highly visible, and emerging issues; (3) providing management guidance for the organization regarding the interaction between complex socio-political and land management issues; (4) interacting effectively with agencies including local, state, other federal governmental agencies, tribes, and private organizations or groups who are concerned with or are impacted by the management of public lands.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
