This position is located in the BLM Carlsbad Field Office in the Inspection and Enforcement Division.
This position is open to Bureau of Land Management (BLM) current permanent employees on a competitive appointment and employees that meet Land Management Authority.
Duties
Provide direction, consultation, coaching, and support to facilitate problem solving and accomplishment of Field Office goals and programs. Create strong mutual respect with, and between teams and employees.
Share responsibility for overall program direction, execution, and review of inspection and enforcement activities within the Field Office.
Responsible for planning, budgeting, organizing, implementing and evaluating a broad array of complex inspection and enforcement programs requiring intensive multiple-use management and protection of a variety of resources.
Assign work based on priorities and capabilities of subordinate supervisors and employees; reviews work for adequacy and accuracy, policy and regulatory compliance and application.
Conduct planning/management for complex, controversial, and nationally significant programs in coordination with representatives of Federal, State, Tribal, and local governments, the general public, public land users, and private landowners.
Requirements
- U.S. Citizenship required.
- May be required to complete background investigation and drug screening.
- Meet Selective Service Registration Act requirement for males.

- You cannot hold an active real estate license, nor can you have an interest or hold stocks in firms with interest in Federal Lands.
- If you are a new supervisor in the Federal government, you will be required to complete a one-year probationary period.
- If selected for this position, you will be required to annually complete a Confidential Financial Disclosure Report, OGE-450 within 30 days of reporting to duty.
Qualifications
This is a Temporary Promotion - Not-to-exceed 1 year. This appointment may be extended in one-year increments up to a maximum of five years. During the duration of this appointment the selectee may be made permanent without further competition
In order to qualify, you must meet the experience requirements described below. Your resume must clearly describe your relevant experience.
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying:
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) planning, implementing, and/or administering an inspection and enforcement program in a multi-resource environment; (2) conducting planning and management for complex, controversial, and nationally significant programs; (3) managing public lands for multiple use, such as energy, mineral and renewable resources; (4) planning and scheduling work by setting priorities and developing schedules for completion of work.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
