This position is located in the Carlsbad Field Office, in the Division of Resources. This is a Temporary position not to exceed (1) Year. This position is open to Bureau of Land Management (BLM) New Mexico current permanent employees on a competitive appointment, to include (BLM) employees in New Mexico, Texas, Kansas, and Oklahoma.

Duties

Plans, leads/supervises, coordinates, and implements resource management planning activities in the field and ensures that RMP/EIS documentation meets prescribed quality standards consistent with the Federal Land Policy and Management Act (FLPMA), the National Environmental Policy Act (NEPA), the Council on Environmental Quality (CEQ) regulations and Departmental and Bureau guidelines. Plans, organizes, and leads/supervises the preparation of planning documents including the pre-planning analysis, management situation analysis, RMPs, EIS preparation plan and draft and final EISs. Serves as technical liaison between Field Offices and other entities, such as the State Office, other BLM offices, HQ, Regional Solicitor's Office, other Federal, State and local government agencies, Indian Tribal Governments, contractors, and external customers. Coordinates the development and completion of tasks related to RMP revision and EA template development. Serves as spokesperson for the RMP/EIS and EA template design. This includes scheduling inter-agency and public meetings, recording comments, initiating responses and systematically ensuring that the RMP/EIS and EA template meets specified public input regulations. Performs other duties as assigned.

Qualifications

In order to qualify, you must meet the specialized experience requirements described below. Your resume must clearly describe your relevant experience. Specialized Experience GS-12: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) developing policies and procedures using knowledge of public land resource values, issues, and controversies, as well as the objectives and goals of the full range of a BLM resource program; (2) incorporating considerations from the following disciplines into planning and environmental processes such as range, wildlife, forestry, recreation, fire management, wilderness, and ecology; (3) providing leadership and coordination techniques when working with staff specialists, management officials, and groups of people with diverse backgrounds; (4) serving as a liaison in meetings and conferences; (5) providing technical reports to a variety of audiences. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
