This vacancy is for a GS-0028-11/12/13, Environmental Protection Specialist located in the Department of Homeland Security, U.S. Coast Guard, ENVIRONMENTAL MANAGEMENT -CG-47.

Duties

You will serve as a Environmental Protection Specialist and be responsible for the full range of duties related to environmental compliance issues associated with the acquisition/procurement, operation, maintenance, management, restoration, and disposition of CG real and personnel property and consumables. Assists a team interdisciplinary staff comprised of professional civilian personnel from a variety of occupation areas including, but not limited to, engineering and environmental sciences.

To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NOTE: All experience statements (i.e., duties, specialized experience, or occupational assessment questionnaire) copied from this announcement and pasted into your resume will not be considered as a demonstration of your qualifications for this position. Specialized experience must include the following: Conducting environmental compliance with federal and state requirements; as applicable Providing policy guidance on environmental compliance issues and matters; Analyzing and evaluating methods to be able to make recommendations on proposed legislation or regulation related to environmental compliance; and Planning, organizing, conducting, and evaluating environmental compliance, proposals, policy, and training. OR EDUCATION: Successful completion of a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Environmental Management. NOTE: You must submit a copy of your transcripts with your application. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education as described above. NOTE: You must submit a copy of your transcripts with your application. To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Performing program work related to environmental compliance laws and regulations including, developing environmental compliance training; Providing advice and guidance to program staff on environmental compliance issues; Serving as a technical expert to management officials on program issues concerning environmental compliance; and Preparing environmental compliance documents, policy, and guidance related to real and personnel property actions. NOTE: Education CAN NOT be substituted for experience at this grade level. To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Providing advice and guidance to senior officials and program staff on environmental compliance issues; Assisting in the managing and oversight of environmental compliance for real and personnel property actions projects; Developing written policy guidance relevant to environmental compliance issues; and Developing environmental compliance training. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NOTE: Education CAN NOT be substituted for experience at this grade level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Education
