The primary purpose of this position is to serve as the Air Combat Command (ACC) Special Access Program (SAP) Cybersecurity/ Information Systems Security Manager, Risk Management Framework (RMF) Subject Matter Expert, and lead Cybersecurity Analyst for ACC in support of Special Access Programs (SAP). Oversees the cybersecurity programs of 10 special enclave networks.
Duties
Serves as the HQ ACC SAP Information Systems Security Manager, develops, implements, and manages organizational policy concerning computer and network security for unique national security critical command and control systems for all HQ ACC Special Access Programs.
As Senior Cybersecurity Analyst, manages Cyber risk management framework implementation and integration for unique and complex programs and special projects required for national security.
Develops and executes Cybersecurity assessment and monitoring strategies of multiple unique mission critical enclave's according to DOD, Headquarters Air Force, and SAP guidance.
Facilitates and participates in discussions, meetings, committees and or special projects, and presents briefings and prepares recommendations and reports affecting the near-term and long-range infrastructure and capabilities of special enclave networks and mission support IT.
Initiates, reviews, and plans cooperative efforts to improve Cybersecurity processes, procedures, criteria, and customer support and/or resolves related technical matters.

SPECIALIZED EXPERIENCE: Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes;skill in applying DOD, USAF, RMF, ICDs, MAJCOM and Special Access Program (SAP) and collateral information system security principles, processes, practices, policies, security management and a thorough understanding of all information system security disciplines. Ensures the mission and work environments of services activities to tailor security requirements to the needs of the activity and the requirements of DOD, USAF, and SAP security programs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Special Access Program (SAP) Cyber security requirements for authorization and approval, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advice on new or revised security measures and countermeasures based on the results of accreditation reviews.
Advanced skill in applying experience in SAP environment and with SAP information systems and securities sufficient to anticipate, identify, evaluate, mitigate, and minimize risks associated with systems vulnerabilities. Knowledge of a full range of SAP Cyber security principles, concepts, practices, products and services (including systems software, database software, immediate access storage technology), and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating SAP Cyber security tools and procedures.
Knowledge of SAP Local Area Network security requirements and techniques for protecting computer systems from viruses, data tampering, and unauthorized system entry.
Knowledge of National, DoD, and Air Force computer security policy and directives with the ability to analyze, interpret, and apply policy at multiple organizational levels.
Knowledge of a broad range of telecommunications concepts and principles, operating modes, systems, media, equipment, equipment configuration, and related software systems, processes and procedures to assess and advise on vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs/applications) and procedures and methods for protection of systems and applications.
Ability to develop and conduct training on information security. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
