The primary purpose of this position is to serve as the 10 IS Intelligence Squadron (IS) Information System Security Manager (ISSM), provide management and oversight for the Cybersecurity program for the 497 Intelligence, Surveillance and Reconnaissance Group's Sensitive Compartmented Information (SCI) and Intelligence Surveillance and Reconnaissance (ISR) systems to include the AF DCGS Weapon System.

Duties

Manages the 497 ISRG Cybersecurity program to ensure MAJCOM compliance with the IC, Department of Defense (DOD), and Cybersecurity directives. Develops 497 ISRG level policy, implements public law, national standards, intelligence and security policies, directives, instructions, and regulations. Coordinates Assessment and Authorization (A & A) actions for 497 ISRG networks and systems. Guides ISSO and Cyber Security personnel through the Risk Management Framework (RMF) as prescribed by ICD 503 and AF IC published policy memoranda to secure systems and obtain Approvals to Operate. Manages the Cybersecurity program for 497 ISRG. Serves as the focal point for all system and Sensitive Compartmented Information Facility (SCIF) ISSOs. Ensure compliance with AF IC security policies, system SSP with associated security controls and AFJWICS SECONOPS. Participates in discussions, meetings, committees or special projects and collects, compiles and reports data from all 497 ISRG systems for the purpose of responding to AF IC, DCGS Program and AF JWICS data calls, Federal Information Security Modernization (FISMA) quarterly and annual reporting, Tasking Orders and incident reports.

  • The candidate must be able to obtain and maintain a Special Sensitive Security Clearance with access to sensitive Compartmented Information (SCI). A Non-Disclosure agreement must be signed.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Individual Occupational Requirements for Information Technology (IT) Management Series, 2210 (Alternative A) This is a GG-13 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GG-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. ***Salary Ranges includes local market supplement*** BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a full range of IT security principles, concepts, practices, products and services to include systems software, database software, immediate access storage technology, and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures; and understand IT; understand the threats to IT systems, as well as, the technologies and tools related to attacking and defending IT systems. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of concepts, principles and practices associated with the technical aspects of the intelligence systems providing advice and guidance on implementing policies, procedures, and countermeasures development and operation of intelligence networks and systems to ensure policy, procedures and guidelines are enforced; and of current and emerging Command, Control Communications, and Computers (C4); Command, Control Communications, and Information (C3I); and Intelligence Surveillance and Reconnaissance (ISR) programs and systems. Knowledge of the Cybersecurity field that includes Computer Security (COMPUSEC), Network Security, Incident Response, Defense in Depth, and RMF; and national, defense and Air Force laws, directives, policies, and regulations pertaining to unique communication and data processing requirements associated with processing intelligence data. Knowledge of National and Defense community intelligence protocols, applications, operating systems, communication networks and communication principles in order to identify the needs of ACC SCI activities. Skill in interpreting, analyzing, and evaluating new system engineering technologies and their effect on the operating environment and determine security vulnerabilities. Ability to perform in-depth technical system analysis and apply acquired knowledge and experiences to forecast new computer methods required to support intelligence information users; and to perform independent assessments based on incomplete data for all forms of electronical communications. Ability to plan, organize and oversee the function and staff of an organization; and to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
