The primary purpose of this position is To research, assess, and integrate Cyber Communication and Information Technology (IT) systems that support the end-to-end infrastructure and architecture that improve operations of Air Force (AF) Intelligence, Surveillance and Reconnaissance (ISR) capability of the Command, Control, Communications, and Intelligence (C4I) networks.
Duties
Serves as the 363 ISRW functional lead for Future Cyber Communication and Information Technology (IT) infrastructure, Enterprise Services, and Long-Haul Architecture development. Oversees research and development for operational requirements that will provide new/modified technical advancements of systems into the 363 ISRW and associated networks.
Provides policy direction and guidance on acquisition strategies, technical management, and advisory support for ISR cyber communications modernization. Provides IT subject matter expert guidance to Squadron, Group, and Wing leadership on projected information technology requirements.
Serves as the 363 ISRW functional manager for planning and developing cyber technology infrastructures, enterprise services and portfolio management. As a functional manager, analyzes and evaluates substantive program objectives supporting operations, management and organizational effectiveness, efficiency, and productivity.
Represents the organization on assigned portfolio programs/functions at various levels of organizations including Wing, Group, host base and other ISRW's subordinate units/sites. Functions as the ISRWs lead for IT portfolio management to include budget development and contracting actions.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- The candidate must be able to obtain and maintain a Special Sensitive Security Clearance with access to sensitive Compartmented Information (SCI). A Non-Disclosure agreement must be signed.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Individual Occupational Requirements for Information Technology (IT) Management Series, 2210 (Alternative A)

This is a GG-13 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GG-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a wide range of IT Cybersecurity principles, concepts, and methods which is specific to operational impacts that improve managerial processes, functionality, quality, and security requirements of the organization. Knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT polices and plans that increase the effectiveness of the organization's core business/mission process. Knowledge of system architecture, integration techniques, and testing methods. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of IT Cybersecurity principles, concepts, and methods which is specific to operational impacts that improve managerial processes, functionality, quality, and security requirements of the organization.
2. Knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT polices and plans that increase the effectiveness of the organization's core business/mission process.
3. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements.
4. Knowledge of system architecture, integration techniques, and testing methods.
5. Skill to translate, track, and prioritize information needs and communications requirements across the extended enterprise.
6. Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments.
7. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirement.
