Duties

DUTY 1 In a Career Broadening Capacity ensures IT system plans support and enable business strategy and business transformation initiatives. Meets with senior leaders from mission partners and coordinating officials to evaluate business transformation goals, objectives, and frameworks and to identify enterprise-level business and IT capabilities, services and development/modernization projects that require support. Leads and coordinates the development of policies and best practice methods for requirements associated with information technologies and/or modernizations of enterprise-level business systems and associated plans and policies, in coordination with business process owner(s), enterprise architects, legacy and future systems owner(s), acquisition/system program management office(s), and end-user change management office(s). DUTY 2 Performs Career Broadening assignments by planning, organizing and directing the evaluation, review, analysis, and assessment of solutions to a variety of complex programmatic information technology architectural and capability delivery problems, issues, and studies. Manages all program activities for IT capabilities in accordance with DoD policies and directives, including capability certification, capability management and making transformative Air Force business area information technology productive. Recommends courses of action, suggests program changes and develops improvements. DUTY 3: In a Career Broadening capacity coordinates with organization-level portfolio managers, system program managers and Headquarters Air Force (HAF) IT compliance subject matter experts to ensure systems and investments comply with applicable laws, regulations and policies. Provides primary expertise in assigned compliance area(s) and coordination with appropriate external offices (e.g., AF/A1, AF/A4, SAF/AQ, SAF/CIO-A6, and SAF/FM). Develops processes to maximize business capability and IT investment requirements and delivery that is in compliance with laws, regulations, and policies, focusing on ensuring compliance requirements are considered as early as possible to minimize the incidence of compliance violations within the IT portfolio and/or sub-portfolios. DUTY 4: In coordination with senior stakeholders both inside and outside the SAF/MG organization, develops and continually improves IT governance and service strategy development processes to ensure effective and efficient review and approval of candidate investments. Provides input to and support for business capability problem solving and requirements development teams, special studies and associated initiatives for the improvement of IT delivery processes within the AF business mission area. Serves as SAF/MG liaison to other AF IT governance entities, providing guidance on technology-related topics as appropriate.

  • These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment
  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition
  • Travel by regularly scheduled commercial or military conveyances IAW Joint Travel Regulations may be required in performance of TDY
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
  • Shift work and emergency overtime may be required
  • Employee must maintain current certifications

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A) (opm.gov) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Mastery of and skill in applying leading edge IT policy and planning concepts and practices relating to enterprise architectures and its relationship to Logistics Systems. Knowledge of the content and application of the Clinger-Cohen Act and Defense business systems architecture, accountability, and modernization practices per section 2222 of Title 10, United States Code. Mastery of program/project knowledge management techniques used for tracking, measuring, and graphically depicting IT program cost, schedule and performance measurement issues. Mastery of, and skill in applying IT policies and plans and to assess impact of changed policy and emerging technology on the organization's current IT plans and programs. Mastery of Air Force IT programs, relationships and activities, agency mission(s) and SAF/MG goals and objectives. Skill in written and oral communications and the ability to "stand alone" and present the organization or total Air Force program to skeptical or hostile audiences. Effective writing and speaking skills to articulate pertinent program management issues in application of the Air Force Business Enterprise Architecture concepts and constructs. Knowledge and experience in development and implementation of IT capability evolution maps. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of and the ability to apply laws, policies, regulations, and practices related to IT capital planning and investment controls for business systems. 2. Knowledge and experience with strategic planning methods, concepts, strategy development and performance management as they relate to IT service delivery. 3. Knowledge and experience in information technology portfolio management, enterprise architecture, and implementation lifecycle of custom software systems and commercial off-the-shelf (COTS) systems. 4. Knowledge and experience with conducting business case analysis and evaluating project proposals against financial and non-financial factors 5. Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, Headquarters Air Force and organizations that govern, interface with, and/or influence the planning and requirements process and information management capabilities. 6. Skill to plan, organize, and direct the functions of matrix staff in critical aspects of development, production, and system investment decision-making and to coordinate various aspects of planning and requirements such as enterprise architecture, IT portfolio management, financial management, and contracting. 7. Knowledge of Federal regulations which apply to information technology and information services management such as the Clinger-Cohen Act; the Privacy Act; the Paperwork Reduction Act; the Federal Information Security Management Act; and Section 2222 of Title 10, United States Code. 8. Knowledge of the Financial Planning, Programming, Budget and Execution System. 9. Ability to communicate clearly, concisely and with technical accuracy with senior leaders across the DoD and Air Force functional and technical communities both orally and in writing,
