The primary purpose of this position is to serve as the Chief Technology Officer (CTO) for the Communication and Information Directorate, 363 Intelligence, Surveillance, and Reconnaissance Wing. Provide expert and high-level leadership for the Wing's global warfighting enterprise, especially on issues requiring broad-based understanding of cyberspace strategy, policy, doctrine and capabilities.
Duties
Creates and implements a strategy for 363 ISRW's IT architecture. Provides oversight and centralized management and prioritization of mission essential warfighter requirements for cyberspace weapon systems assigned to the 363 ISRW and three Operations Groups.
Provides leadership, oversight, and subject matter expertise to identify, negotiate, and define policy and process directives, and technology to achieve a consistent effort in pursuing cyberspace functions. Applies broad-based programmatic knowledge and expert understanding of current and projected cyber plans and policy requirements to make authoritative recommendations on the structure, acquisition and continuing development of the 363 ISRW's total workforce, including military, civil service and contractor assets.
Communicates and works directly with other Wing Directorates, ACC and HAF staffs, and CIOs and Chiefs of numerous IT and resources support organizations. These contacts involve exchanges of information, identifying and resolving technical problems, both existing and projected, developing and coordinating planning cycles, resolution of technical problems, and for establishing or proposing work priorities, program milestones, and expenditures.
Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher level management or headquarters. Selects candidates for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions taking into consideration skills and qualifications, and mission requirements.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- The candidate must be able to obtain and maintain a Special Sensitive Security Clearance with access to sensitive Compartmented Information (SCI). A Non-Disclosure agreement must be signed.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Individual Occupational Requirements for Information Technology (IT) Management Series, 2210 (Alternative A)
This is a GG-15 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GG-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of managing technical teams in an environment of advanced Information Technology/Information Warfare, covering communication systems, automated data processing (ADP) systems, decision-aid systems, information security systems; and the technical/system integration of these type of systems to support user capability requirements. Knowledge of and experience with engineering trends, information products and services, and demonstrated skill in creating innovative program possibilities to improve customer service. Thorough understanding of state-of-the-art software engineering and software systems testing required to evaluate new technology for technical/system integration. Knowledge and experience in business process reengineering techniques as they apply to information technology systems and experience in performing business case analyses to determine return on investments and investment strategies. Knowledge of Federal budgetary and procurement processes to obtain and allocate the technical resources necessary to support program or policy implementations to include skill in implementing budget-linked capital planning for, and performance-based management of information technology systems. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of concepts, principles, and practices related to the development of strategic IT plans, policies, and programs.
2. Knowledge of common project/program management for the development and management of program action directives, programming plans, and budgeting and procurement cycles to ensure validated and approved requirements are funded or introduced into the appropriate budgeting channels.
3. Knowledge of the national intelligence community, Joint, DoD structure, their organizations and missions/ functions, interrelationships, operations and directives relating to IT; and knowledge of National Intelligence Program (NIP), General Defense Intelligence Program (GDIP), and Program Objective Memorandum (POM), to include requirements for planning, programming, and budgeting; and working knowledge of the acquisition and procurement cycles for IT to ensure validated and approved requirements are funded or introduced into the appropriate budgeting channels.
4. Knowledge of management principles, processes, and analytical techniques for assessing programs and developing strategies for operational improvements and efficiencies; and skill in IT planning, integration, and management, to include programming, IT security concepts, change, and configuration control, requirements analysis, and life cycle management of IT.
5. Ability to understand and analyze problems, determine when and where IT solutions are practical or possible, and where and at what level risks are associated and to make decisions or recommendations on IT programs for near and long term implementation; ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
6. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy, negotiate complex??????? issues, and maintain good working relations; and ability to work collaboratively with other senior level managers and to effectively communicate 363 ISRW/A6 objectives, priorities, and parameters to define mutually-beneficial courses of action.
