About the Position: This position is located in San Antonio, Texas with the Defense Health Agency.
Duties
Serves as budget analyst with responsibility in performing planning, coordination, execution, and analysis for annual and/or multi-year budgetary programs.
Researches, compiles, and summarizes data involving obligations, expenses and object class/line-item information, narrative information, and quantitative budgetary data.
Analyzes budgetary relationships and provides budgetary reports to the Chief, Portfolio Management for use in developing recommendations to accommodate actions under conditions of short and rapidly changing program and budgetary deadlines.
Participates in meetings and discussions with program officials to advise on importance and soundness of program requirements, budget plans, spend plans, and reports.
Performs budget execution work involving the monitoring of incurred and actual expenditures of a budget.
Selects and applies analytical methods and techniques to predict or assess the effects of budgetary and/or programmatic changes.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One year trial/probationary period may be required.
- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Basic Requirements for the Budget Analyst, GS-0560-11:
Specialized Experience: One year of specialized experience which includes assisting with evaluating the program's budget, monitoring expenditures allocation, and developing financial reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Budget, Business, and/or Healthcare Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentage
