You will serve as an ACCOUNTANT in the Comptroller Directorate (N8) of MILITARY SEALIFT COMMAND.
Duties
You will contribute to efficient and economical financial business processes at MSC, and the fair presentation and auditability of MSC's financial statements.
You will perform as a financial management and program evaluator on the MSC FIAR Team.
You will be responsible for analyzing and advising on a variety of financial programs, processes, programs, functions and mission areas including financial compliance, internal controls, substantive testing of balances and audit compliance.
You will develop evaluation plans, procedures, and methodologies based on FIAR objectives and identifies any potential change to objectives.
You will review background material, develop an evaluation approach and prepare a detailed evaluation program that will give proper coverage to specific problems designed to attain the objectives of each assignment.
You will conduct surveys, reviews, assessments, and evaluations of business and financial management practices to determine the impact on program operations.
You will collect, assimilate and evaluate a wide variety of information on the many different functions of the financial management activity to ensure evaluation objectives and scope are thoroughly covered.
You will prepare and maintain a working paper record of all actions found and observed analyzes and evaluates findings, and is prepared to discuss findings with the N8F, auditees and Command management.
You will develop and write draft follow-up reports in accordance with generally accepted FIAR standards and other relevant authoritative guidance.
You will maintain effective relationships with Command management, including officials, managers, and employees, and serves as the Command liaison for all actions related to external audit agencies.
You will monitor the implementation of corrective action plans (CAPs) by performing, reviewing follow-up testing, and audits.
You will develop and write financial policies addressing changing authoritative financial guidance that affect MSC’ financial operations or as identified as being incomplete or non-existent at the present time.

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with analyzing and advising on a variety of financial programs, processes, programs, functions and mission areas including financial compliance, internal controls, substantive testing of balances and audit compliance with laws, financial regulations and procedures, and/or relevant authoritative guidance (GAAP, GAAS, DOD FMR, etc.)
Experience with developing evaluation plans, procedures, and methodologies based on FIAR objectives and identifies any potential change to objectives.
Experience reviewing background material, develops an evaluation approach and prepares a detailed evaluation program that will give proper coverage to specific problems designed to attain the objectives of each assignment.
Experience conducting entrance conferences with management/target organization, explaining the purpose for the evaluation and answering questions.
Experience conducting surveys, reviews, assessments, and evaluations of business and financial management practices to determine the impact on program operations.
Experience finalizing the evaluation approach and prepares program, reviews appropriate steps and techniques, and accomplishes these steps by applying appropriate accounting standards and a wide range of techniques (e.g.; interviews, computer-assisted techniques, statistical analysis, and questionnaires) in gathering, documenting, and summarizing data.

Basic Requirements
- Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
- Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
