The selectee for this position will serve as a SYSTEMS ACCOUNTANT in Comptroller Department (N8) of MILITARY SEALIFT COMMAND.

Duties

You will establish accounting policies, organization goals and accounting operations, as it relates to financial systems. You will analyze and interpret voluminous and complex data contained in financial reports. You will ensure that the financial system satisfies the overall policy guidelines. You will study, develop and implement accounting systems and continually monitor, assess the effectiveness of and initiate modifications. You will provide financial systems assistance to Program Managers, Functional Directors, and others. You will represent the Command at meetings with appropriate Navy, TRANSCOM and DFAS representatives on matters relating to the financial management system and ensuring the integrity of the records and reports.

  • In order to fully implement the DOD Financial Management (FM) Certification Program requirements and in accordance with DON Memorandum dated Oct 23, 2013, this Position Description (PD) must be amended
  • to reflect the DOD FM certification requirements: This is a Financial Management Level 2 Certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within prescribed timelines.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience assisting in the formulation and establishment of long-range and short-range plans for financial management systems and operations. Experience establishing accounting policies, organization goals and accounting operations, as it relates to financial systems, and existing laws, regulations and approved financial principles and standards. Experience providing leadership and management on financial system matters inclusive of account analysis, financial system reports, the Financial Data Mart (FDM), management and maintenance of Financial Management System (FMS) projects and Chief Financial Officer (CFO) Compliancy. Experience identifying and resolving major financial management system problems involving the command operations and programs. Experience studying, developing, and implementing accounting systems and monitoring, assessing the effectiveness of and initiating modifications. Education

Basic Education Requirement
Successful completion of a degree in Accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting and/or auditing. (The 24 hours may include up to 6 hours of credit in business law).
OR
A combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. My background also includes one of the following: 1) 24 semester hours in accounting or auditing courses of appropriate type and quality; or, 2) a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination, or; 3) completion of the requirements for a degree that included substantial course work in accounting or auditing.
