You will serve as a Supervisory Accountant in the Accounting Division (N83), Comptroller Directorate (N8) of the Commander, of COMNAVRESFOR.

Duties

You will direct and coordinate evaluations and interpretation of the continual flow of changes resulting from new legislation, proposed and new directives, and policies, procedures and system changes. You will conceive, develop and introduce new program objectives and goals, new systems or concepts in the accounting arena. You will evaluate the technical ability of subordinate activity comptrollers and ensures financial management and funds control training is completed in accordance with DOD and Navy Comptroller requirements. You will oversee and monitor continuing studies and analyses of accounting systems and the development of recommendations for changes to Navy directives and command procedures. You will review potential violations on the administrative control of funds by subordinate activities and prepares the command response to higher authority on actual violations.

  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

For GS -14: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Resume must demonstrate the following specialized experience: Comprehensive knowledge and experience applying principles, concepts, theories, practices, methods and techniques of professional accounting in order to plan and direct an activity's accounting program. Experience conceiving, developing and introducing new program objectives and goals, new systems or concepts in the accounting arena. Experience planning, administering and coordinating specialized accounting programs and major revisions of related accounting systems. Experience overseeing and monitoring continuing studies and analyses of accounting systems and development of recommendations for changes to directives and command procedures. Education

Basic Education Requirements:

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess
  1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements
