Duties
You will serve as an ACCOUNTANT in the ACCOUNTING DIVISION (N83) of the COMMANDER, NAVY RESERVE FORCE (COMNAVRESFOR) located in NORFOLK, VA.
You will apply expert knowledge of accounting principles, methods, techniques, and financial management/automated accounting systems.
You will perform in-depth analysis of budgetary and proprietary account balances.
You will develop, recommend, and implement financial accounting policies.
You will establish and assess short and long range plans for financial systems taking cost-benefit analyses into consideration.

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying an expert knowledge of the principles, theories, and practices of professional accounting in order to serve as an accountant and assist subordinate activities, as well as produce professionally acceptable accounting reports, statements, and services to higher authorities.
Experience applying knowledge of the command organizational structure, policies, functions and its programs in order to provide financial managers with accounting data at each organizational level as well as recommend policy changes.
Experience providing knowledge and acumen to assist and provide advice and recommendations to the Accounting Officer and other senior managers based upon analysis and review of accounting and financial operations.
Experience applying a high degree of skill in analytical reasoning, ability to apply skill to the identification, analysis and conceptualization of accounting problems and development of alternative solutions is required.
Experience reviewing implementation plans for financial systems to ensure they are sound and adequate accounting and financial operations results are achieved.

Education

BASIC REQUIREMENTS:
(A)
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
(B)
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
