The primary purpose of this position is to perform comprehensive program/budget analyst work, applying AF, AETC, Installation and Wing Headquarters level programs experience to analyze, develop, and evaluate issues, develop, and coordinate recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations in a wing level program.

Duties

Analyzes mission changes which affect the 37 TRW major organizations to determine data or performance required by the Wing and/or Installation Wing. Conducts other studies or analysis as directed by the Chief, Wing Plans and Programs, Wing Vice Commander, and/or Wing Commander. Prepares correspondence in response to MAJCOM, NAF, Installation Wing, Wing tasking (verbal or written). Responsible for the formulation, development, and execution of budgets, financial plans, and multi-year programs required to properly fund and meet Wing Staff resource requirements. Serves as financial specialist, administrative expert, and technical advisor in developing management policy relating to organizational structure; program planning, development, and execution; human resources planning and development, supervisory controls, delegations of authority, performance management, and employee relations; financial management. Leads and/or performs specialized, individual economic analyses and impact studies in support of a variety of budget programs. Responsible for Wing Staff supply and equipment activities.

  • This position is subject to provisions of the DoD Priority Placement Program
  • May be required to travel by personal vehicle, military air, or commercial air to conferences, meetings, or other functions away from the duty site.
  • The incumbent may be required to work overtime or an irregular work shift.
  • Knowledge of the acquisition requirements, development, and approval processes is highly desirable.

  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies Concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans and programs for conducting major operations such as war, mobilization, rescue, mission, deployment, rescue, foreign military sales, acquisition, weapon system/training device upgrade/modification, PPBS, special operations, or similar operations. EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. NOTE: You must submit a copy of official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and skill in strategic planning, program planning, program and guidance directives. Knowledge of analysis principles, concepts, and methodologies, directives, concepts, procedures, guidance, and policy. 2. General knowledge of mission requirements, major issues, program goals and objectives, work processes, practices and operations of a wide variety of installation organizations including generally accepted accounting principles and standards. 3. Knowledge, skill and ability to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends by applying analytical and evaluative techniques to the identification, consideration, and resolution issues or problems concerning impact, efficiency, and effectiveness of program operations. 4. Knowledge of policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to analysis and budget formulation including acquisition requirements, development and approval processes. 5. Skill in conducting interviews with supervisors, employees, and other technical experts to obtain information about organizational missions and interrelationships that includes formulating, justifying, and/or analyzing financial requirements of the assigned program. 6. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
