You will serve as a FINANCIAL MANAGEMENT ANALYST in the of COMMANDER US FLEET FORCES COMMAND.

Duties

You will analyze and recommend costs and benefits of alternative methods of financial management of the organization’s programs and administrative operations. You will implement legal and regulatory controls over approved budgets. You will review and evaluate civilian personnel budget requests, control, and reporting of obligations and expenditures You will formulate civilian personnel budget estimates to support plans, programs and activities, including presenting and defending the budget estimate before authorities. You will develop, determine, and interpret budgetary policies and practices. You will implement internal controls and provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26

Qualifications

GS-13 Your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience leading, researching, development, determination, and interpretation of budgetary policies and practices. Experience directing a team on implementing of internal controls and providing advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities. Experience directly formulating civilian personnel budget and estimates to support plans, programs, and predictive analysis. Experience presenting and defending civilian personnel budget estimates before authorities. Experience conducting analysis and recommending costs and benefits of alternative methods of financial management of organization's programs and administrative operations. GS-12 Your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with the concepts, principles, practices, laws, and regulations of civilian personnel budgeting and/or financing and their relation to subordinate and senior levels. Experience interpreting, assessing and projecting potential impacts on of new/revised Congressional legislation. Experience analyzing reports related to reviewing and evaluating civilian personnel budget requests, control, and reporting of obligations and expenditures Experience creating, correcting, and advising on errors within the most robust and complex online databases to provide information concerning overall budget and/or financial objectives to be achieved.
