About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Serve as management analyst and advisor to the G3 for operational programs and efficiency for future training, communications and program execution.

Duties

Lead future operations team as the primary analysis and coordination cell interfacing with Training and Doctrine Command (TRADOC), Combined Arms Center Command (CAC) and subordinate and partner organizations. Serve as the primary representative for the central tasking authority by managing and analyzing task orders from higher headquarters, and the drafting, distribution and tracking of orders to completion. Analyze, develop and disseminate operational mission orders and requirements respective to training events and operations. Use a broad knowledge of military installation organizations, missions, and functions to analyze, develop and organize techniques and procedures to coordinate, draft, and manage USAICoE future operations and related activities. Plan for and provide assistance to the USAICoE Organizational Inspection Program, unit status reports, and Foundry Program. Support the day-to- day administrative and managerial operations of the G3. Oversee the routine maintenance and updates of reference materials, procedural documentation and local manuals. Coordinate updates and maintenance of the USAICoE G3/5/7 Information Management data on Share Point and IKN. As the Strategic Planner, guide staff and leadership in the analysis of broad command vision, mission, values, goals, objectives and performance measures and publish the Intelligence Center Strategic Plan. Assist senior staff and leadership through the process of analyzing the internal and external environment. Apply analysis of future strategies for addressing local and regional challenges and potential future scenarios.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • May be required to work nights or weekends for special events.
  • Two year trial/probationary period may be required.

Specialized experience is defined as experience that demonstrates a practical knowledge of project or program analysis, assessment, and evaluation theories, principles, practices and tools in order to participate in current and future operations analysis, business process improvement measures and strategic planning initiatives as demonstrated by performance of all of the following: 1.) planning, implementing and integrating current and future operations to maintain and improve military intelligence training readiness; 2.) conducting studies and evaluations that includes identifying performance measurements, developing analytical evidence, and recommending alternatives for management decision-making for a wide range of operations and policy issues; and, 3.) developing and publishing documents such as WARNOS, OPORDS, TASKORDS, etc. to manage and coordinate current and future operations processes and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11).
