This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA JT INTEROPERABILITY TEST CMD .
Duties
Serves as expert and senior advisor to Leadership in the preparation and presentation of all POM/budget related information.
Provides expert analytical support and advice on budgetary planning and identifies issues with recommended courses of action to resolve.
Conducts Future Year Defense Program (FYDP) budget planning and provides expert guidance to Command leadership to align the budget to
strategic goals.
Assists in researching complex financial issues, monitoring financial reports, identifying and resolving discrepancies.
Analyzes, validates, and briefs complex financial information for inclusion into budget briefings, financial submissions, and exhibits, to include OSD and Congressional reporting requirements.
Translates complex technical information into budget submissions/exhibits that is not technical.
Responds to many high-level financial data calls and uses Excel to analyze information and Powerpoint and Microsoft Teams to present financial information.

In order to qualify for this position, you must meet the requirements described below.
Qualifying Experience:
To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: experience with all aspects of the Planning, Programming, Budgeting, and Execution (PPBE) process, with extensive knowledge in preparing Program Objective Memorandum (POM), Budget Estimate Submission (BES) and President's Budget (PB) submissions, and briefing budgetary materials to high-level senior officials; gathering funding requirements and justifications for inclusion in all budget submissions; analyzing financial information for inclusion in budget submissions resolving issues and ensuring compliance with financial laws, regulations, policies, or procedures; and writing policy, operating procedures, training materials, and presenting this information to Senior Leadership.
